GD-88 How to assign VFO to a button

I am trying to set a button on the GD-88 to swap into VFO instead of channel mode. When I go to the button dropdown, VFO is not one of the options.
This is using 0.5.806.1 with the 2025-02-10_GD-88_firmware_update_release_2025-02-10 firmware installed.
I DO have VFO checked on the menu items for Local Set, but even that doesn't show up on the radio. I'm probably just missing something obvious.
I also have an FM channel selected, although that shouldn't prevent me from assigning a button.
I even did a factory reset on the radio, then read from the radio but that didn't help.
I am pretty sure all of this is working just as I expect on my other radio, a DB25D.
