"Generate a New Contact List" Omits Range of IDs

When I "Generate a new Contact List" with the "Ham Contacts" tool, the resulting list skips from ID 3217050 to 3217899. Radio ID issued ID 3217121 to my friend a few days ago, but the omission noted above prevents his contact from appearing in the generated list.
