Nothing special in this one, just a couple of fixes but as the version number changes it's better to keep a log of what's changed

- Changed regional settings to force use 'en-GB' - That means if your region uses a comma as a decimal separator it will be shown as a period .
This should solve any issues with APRS Frequency, APRS Fixed Location and CTCSS Tones on channel CSV imports. It's not a perfect solution but saves re-writing the import/export code to be region independent. The Python script this is written for also uses US or UK regional settings so this way it matches that also.
- Changed APRS Analog Frequency to display 6 decimal places so it's showing the full 9 digits that's stored on the radio. It's stored in the radio and JSON codeplug as Hz but shown in the editor as MHz to make it a bit easier to set, although once it's set I imagine there's no reason to change the frequency too often
